In this year’s state of the state, Governor Bredesen outlined two major proposals that affect getting a college education in Tennessee. One would change the lottery scholarship requirements and the other proposal would help the neediest students pay for college. So far state lawmakers have focused most of their attention on the lottery scholarship proposal, but WPLN’s State Capitol Correspondent Joe White told Jacqueline Fellows that the Governor is confident that his measure to help needy students is gaining momentum. It would set half of the 400-million lottery reserves in a trust fund.
