A Middle Tennessee woman who shared a kiss with a man inside a county prison has now been charged with his murder. Rachel Dollard is accused of passing a balloon with half an ounce of meth while kissing Joshua Brown. Brown later died of an overdose at a local hospital.
Contraband being snuck into prisons is not a new thing. Since 2021, prison staff statewide has had to administer overdose-reversal drugs almost 900 times. This year, there were 23 confirmed overdose deaths.
Prison officials say this case highlights the dangers of drugs behind bars. Dollard is being held in the Hickman County jail for second-degree murder and bringing drugs into the facility.
The Department of Corrections tries to keep contraband out of jails by conducting pat downs, checking vehicles and cell phones, and using drug detection dogs. They’ll soon be adding body scanners to all prisons.
