Woodland Hills Development Center in Nashville has made international headlines this week after 32 teens escaped and 10 teens staged a small riot. The BBC called it a prison. Other news outlets are calling it a detention center or simply a state-run facility. In reality, it’s a little bit of all of those things. Emily Siner explains.
